Happy as a Lark
Got the "Happy as a Lark" achievement.

One of my villagers was more than 150% happy? How would that manifest itself? Prancing around the village in a demented euphoric haze, offering to hug babies to death?

Same here. When I first started playing I got a bunch of achievements right away. I did not pay attention to what they were about or why I got them. Later I noticed that this one was among them. I was not really surprised because I fairly often see my whole population average happiness being at 120-140%+. The highest I’ve seen was 146%.

Not surprised, just amused at the idea that someone can be happier than 100%. There are no mushrooms in the game lol. What are the lumberjacks getting high off?

"Fix Achievement "Happy as a Lark" could be given even when no villagers were happy enough"

It aint that hard to stack up to 150% with some timing of the buffs.
A fair is +25%
Random buffs for amounts of resources are +10%
First production of weapon, jewelry, tools are 10% each, could pause production for timing.
Then you got misc buffs form belfy, hero statue, and tavern meal.
Set tax rate to 0% and be easy.

Its quite easy late game. The belfry gives a +25% boost, a tavern meal is another 20%. They dont have much of an impact on average happiness (tavern meal is <1% for me), but you always have a few extra happy villagers. Switch off taxes, pop one of the boon Peon mentioned and you should be good.

I keep my taxes at the lowest level (one click from zero) and never raise them.

You will raise taxes once you have to fund an army, lol.
Militia are 1g, Soldiers 5g, and Knights 10g per month.
Plus you need to buy steel for weapons (which can break) at 16g per weapon.

I am not there yet. Just unlocked the Abbey, gonna build one. Then on to the Castle, FTW. Also, I am buying a lot of stuff, like cheese, just for the heck of it. I don't have the cows. Also buying wine, glass, marble. (just to keep income low and not to overshoot. I rejected a lot of easy lucrative contracts because I was always at the max $$$ and nothing to spend the money on except for the mandates). And don't have a single citizen. Once I stop buying this useless junk I will have even more money. Need to build more treasury buildings, I guess. Oh well. I wish there was a better way than spamming "monuments." I built a few huge complexes already.

Also, I have two gold mines nearby. Before I start the castle I will mine and sell gold. No need to raise taxes. Oh, and there is an iron mine next door so iron is not going to be a problem, hopefully. We shall see. I've never played this game before so there might be unpleasant surprises down the road, I realize this.
