- Another path can make it useless, they may need reason to use it. Try pacing a park bench on the other side.
- There is also sometimes issues with bridges being blocked and they cannot use it. In this case raise the bridge height one tick.
Every time I've had this happen, it was because I built too close to its entrance and buggered it somehow. In those two cases, I had to either demolish and rebuild it or raise its height a smidge (stone bridges only).
Assuming it was built properly in the first place, that may be your only solution. If nobody ever crossed it at all, it may not have been built properly. The part that intersects the ground cannot be in the water; it's best to just keep it well away and also not build in front of it.
Benches placed under buildings are also great at faking traffic to create paths. Which would also help get the use a bridge if the pathing for it works.
