Try it on your end, the lag should start as soon as those red patches show up. I have about 2 seconds of no lag while zoning fields until a freeze, then I see the red areas around trees and know the performance is gone.
One rare occurance I had was that one time I didn't have any lag when zoning fields, and I couldn't figure out what caused it until I realized the fertility overlay somehow didn't load. This is likely to also be the reason why Wheat and Vegetable fields are affected, but no other zoning is - only they trigger the 'fertility overlay'.
If you could get it to not show up at all, you wouldn't have any lag - had this happen to me once, but haven't been able to replicate it consistently. I wish this was a higher priority to the devs because it's the sole reason why I can't get past the midgame: when you can't even zone a wheat field without massive frame drops, you can't really get bread, commoners , citizens, etc. :/
