No it's not, put your charcoal burner in a forest, with a forester zone around them, draw a woodcutting zone around and they will produce a lot of coal. Even more if their house is not to far.
IRL charcoal burners have always works directly in the forest.
Well, they can, if you spread like 5 of them all over the edges of the map with access to forests, but the production requirements are very odd compared to most other goods.
