How do I pave roads?

I feel like I'm taking crazy pills. I have my first citizen, she wants a Tier 3 house - which requires a paved road. I have not seen any tooltips indicating how to pave a road, I have no paving option in my "Paint" menu. I have no option in any of the build menus.

My search fu (and other YT vids) indicating the painting tool should have the option... nope. Is there a tech tree dependency I have been blind to?

Build the Paviour and then use the paintbrush to paint a paving zone over a house (or houses).

EDIT: The Paviour's Yard is a Tier 3 Labour Estate unlock.
