Report a translation problem
Click on the building and then the workers, or open the book of job listing and click on them.
They could be off upgrading houses or removing resources.
- a logistics issue (warehouses might need more people, or I forgot that some warehouse pulled 100 of something which prevents others to get the resource that might need it)
- a food problem (e.g. if the builder lives in a house with no or not enough access to refined food, they might cross the whole map to get some refined food, preventing them from working much or at all)
I started a new game and when it was time I placed a gold quarry and low and behold it built just fine, no delays, no builders sleeping in the building hut. I did nothing different but this time it worked. This leads me to believe it's a bug or something in the game which is not exposed to the player by telling them what problem is going on. It built this time but who knows what they will refuse to build next time.
It seems there could be something wrong in game that is not common sense way of seeing what causes it.
