If you've already built a Great Hall (or Tax Office, Bailiff, etc), go to that building and edit it with the little hammer icon.
Then, while editing that Manor House (or when creating a new one, if this is your first one), click the '+' plus sign in the bottom left to create a new sub-building.
Choose your sub-building (Watchpost in this case), and then build it.
EDIT: This is the same process used for every monument and some buildings -- Castle, Monastery, City/Village Market, Tavern, Church, Builder's Workshop, etc. If when you unlock something new you see a message about "new parts available", those new things aren't standalone constructs.
