Best Edicts
I'm just beginning my journey here in Foundation. I'm intrigued by the number of variables,, different scenarios and the effect of different decisions made and when they are made. e.g. deferring some quests by the king, abbess, etc.
I'm just starting to play with different edicts. They all seem kinda good. But, are any of them the best in class, i.e. GOAT?

I ALWAYS run to get the 1st slot and place the Tools edict. As soon as possible!
Careful Planning > Contractual Wage > Sturdy Material > Bulk Trade (replaces Careful Planning).
Contractual wages saves you a LOT of gold, resources, and influence and the 50% time doing the mandates.

Think about this, my last game it was 1100 polished stone to upgrade a trade route and that is AFTER it is cut in half for cost. Now apply that to bread, tools, and planks.

Castle Harbor and Kinstone Abbey cannot be upgraded past level 3 or 4 without contractual wages.
There was one or two of them that seemed more like punishing rather than something positive but maybe its because of the way I play the game but I always do grab the tools edict though find it really strange that I supposedly get 50% back after the item is built instead of just charging me half up front. Also if I get back 50% what happens when an item requires 3 tools, do I get back 1.5 tools?
