The only people I promote are soldiers and the people working in the cheesemaker/butcher/baker, EVERYONE else stays a serf, it really helps manage demand. My 746 pop town eats less refined food than yours.
I do it this way as well. I only promote villager's that would benefit from it based on their job.
Its not perfect and I still have shortages of cheese, but I am up to 491 people without importing anything except boar (and thats mostly because I haven't bought area I plan to use as a massive hunting ground yet).
But limiting promotions to only those absolutely needed (Bakers, Butchers, Cheese Makers mostly) does make a massive difference in controlling consumption. The serfs still eat alot of any refined food they can get their hands on though.
This is exactly what i noticed aswell.
It seems Villagers tend to pick from the nearest stall available, which can cause uneven consumption of goods
