why can't i place fisher's hut ?

i put it all in water, all in land or in between, and still no

It has to be in-between with the fish net crane facing into the water.

Place the hut perpendicular to the shore, with the ladder on the water side. Adjust the position slightly until you find the correct position.

i can't rotate the building (or any building).

Hold Alt to rotate, or drag on the arrows that encircle the middle cross.

Since the upgrade, you also need to have fish in the territory you've purchased - fishermen will no longer enter unpurchased territories to find fish

No its mostly You, there is no issues with the fishing hut

Yup, use Alt to rotate any building, move it around a bit, needs to be on the shore enough but not too much obviously, i have no issue.
