Are wheat farms bugged?
I got 3 farms but they barely produce enough for my windmill, they don't even use the whole farming plot I have them even though it says I have enough workers for it.

I know about the whole distance thing, they live 2 feet away from the farms and I even have a little market for them.
I feel like wheat farms aren't worth maintaining.

Check your edicts- there is one increasing resource mining, but reducing food production by 50%. After I revised it I had a huge increase in overall food production.
There is also a farm upgrade in the progression and it will allow to add 4 more workers to each farm. This will also greatly improve farms.

I already have the farm upgrade and the only edict I have active right now is the careful planning one,

Not sure if bugged is the right word but yes. Speed on 3 reduces the wheat outcome. You need 2-3 upgraded farms for 1 windmill on speed 3.

I always play on 3x speed, and I have more wheat than I can put into storage from my three wheat farms. I have two windmills, more flour than my people can carry, and currently one baker. I have no problem with supplying my population and guests with hundreds of loafs of bread.

The one change I made this time as opposed to other playthroughs was that I had a full season of wheat production only before I added the windmill. So now the windmill always has wheat to work with to produce flour, so no downtime in production.

I also heavily streamlined logistics this time around. Granaries close to the farms collect the wheat and flour from the farms and windmills right next to the farms, then one centralized fully upgraded granary pulls all of the flour maxed out to the central part of town where the baker sits (upgraded to Commoner). No decentralized third stage production anywhere on my map this time. Works like a charm. I can focus on upgrading my central village, have serf village parts further away, and have all high-level production where I can support the villager upgrades.
