When building a bridge you should be able to control elevation.. If you have the patience and time, check if it works by raising the bridge a step or two.
I've built a lot of bridges but had little issue.. But i do have one right now that i noticed people not taking. Since there were other ways to take, i just blocked them off to see what happens. But i also noticed that one of the end points are under ground. So what i just suggested for you will be my next step :P
My bridges was down a mountain (acting as stairs) and already around a lot of existing infrastructure. So i didn't have too much room to mess around with with that second bridge. Fortunately it wasn't strictly needed, just a bit of a shortcut xD
I tried to raise and lower the bridge but it never completely shows a perfect landing, so that leaves me now thinking the game isn't properly checking whether a bridge can be used before allowing it to be built.
Another bug maybe?
I finally gave up and sold back the territory and used the iron mine after buying another territory with one close by.
