But there are two things to mention:
1. You can use Cheat Engine's speedhack, it works.
2. But it won't do you much good, because your settlement will most likely bug out with overconsuming and/or underproducing resources. Even with the in-game default x3 there is already something like 10% or 15% disproportion of resource producing compared to x1, imagine what will happen on x5 or x10.
This is a scourge of all similar games, because a lot of calculations are made in real time with even more variables and physically speeding up the process introduces issues to those calculations. I believe x3 is sort of a maximum you can get without getting stuff out of control.
