But, knowing the rules and using them in you favour, yes.
Villagers won't move automatically unless their Workplace is moved to >150m from their home.
They also won't trigger a new House to be constructed unless there is no vacancy in any Home within 150m of their Workplace.
So, if you want them to move, you either need to wait for an excess population (Housing Shortage) so that you can trigger a new House plot next to the new Lumber Camp. Or, you can delete their old home (and any other homes with vacancy nearby) to artificially create a housing shortage.
So, if (for example) you reassign someone to a different job, and that new workplace is >150m from their current home, they will move out of their current home (because it's too far away). They will then start the same house-hunt sequence all villagers go through looking for a vacancy in a home within 150m of their new workplace. If there's a vacancy, they move in and carry on. If there's no vacancy but there is empty residential-zoned land, they will build a new Low-Density house there. If neither of those things are true, they'll yell at you.
i think that there is a spot on the person's window when you click on their picture in the work place window that tells you how far they live from the work place.
