Mystery (Davenport) tax

I discovered it but now I can't apply it. I thought it could be activated on the tax ledger under additional taxes but it did not appear there.

The "Mystery Tax" turns out to be a tax on your market stalls. I haven't tried to apply it, but next time I start my game again I will attempt to add this tax to my over-burdened settlers.

I know that and the game told me that I unlocked the tax, but I can't find/apply it.

No, and it seems nobody else here knows the answer either.

Once you unlock it, it's a Privilege that you apply to the Labor estate.

It took a while and a bit of psychology, but we finally got there.

The catch is that it is nowhere to be seen unless you have one labor privilege slot free, and at that stage, you probably don't. Wicked.
