You don't have 0/1 workers, the office you want to build has room for 0 workers while you need room for 1. It's just not big enough.
You have to make the building part taller or add more parts to the tax office sub building.
No, I have several one or two room tax offices, I spread my collectors out for better collection coverage. You just have make sure the room you place is big enough.
You can do the same with resources like berries and wood.
Tax collector offices do not need doors at all. You can build the simplest of buildings with no door and tax collectors will work just fine.
I found that the best way to deal with taxes is to build 1 tax office per residential hex (or a hex with taxable buildings, e.g. mines, windmills, and taverns). They do not need to be attached to the manor.
Thanks. I just built two simple little tax collector buildings, but I put doors on them; guess I can remove the doors if it saves a penny or two in tax?
I would not worry about it too much. Once you have enough tax collectors you will start worrying about spending your money and building more treasure halls rather than saving on pennies.
Doors could be useful if you are looking for a way to increase splendour, though. But you would need some more advanced doors for that (look at the top of the information pop-up window to see how many splendour points each component adds).
