Change building function after its built

Are you able to change the function of a building after you have selected one and its been built? So for example can I create a tax collectors office and then decide to switch it to be a bailiff's office later?

In 1.9 now you can: Select the parent view, select the part list, then click on the icon on left of the sub-building
