PS: you only need a rustic church after your villagers have upgraded to Serf status for them to become Commoners.
I'll try another restart and see if I'm missing something. Thanks!
once you build: woodcutter, gatherer, stonecutter you get the "build and set up a market" quest
once you complete that you get the "unlock a trade route for tools" quest (i.e. gather 20 planks and unlock it in the trading menu found on the top right of the screen)
once you complete that too you instantly get the "set up a trade route" quest
I think I must have been pushing too hard and putting up buildings so quick the "Set up a trade route quest" was disappearing or something.
What do you mean by "all the 3 trades?" Your first trade route unlocked should allow you to buy tools.
