What you can do is build all your goods markets as 2 stall markets in the same building, then always set clothes to the first stall and candles or common wares in the second.
This way all commoners who have only 1 goods need will buy clothes from the first stall and only citizens will buy candles or common wares from the second one.
PS: Regarding traders they come once per week but they buy/sell very limited quantities. For iron ingots that probably is 10-20 per week. What is also important to know is that the traders have a hidden stock they are trying to sell which means that if you are buying the maximum every week, once they have sold it all they will take a few weeks of not selling any iron ingots until it refreshes.
I just tested this and its only partly true. Yes villagers (commoners and citizens both) will grab things from one market over the other first if they are attached. However it is not always going to be the first stall. They will choose the stall based on pathing, so you have to watch carefully which stall your commoners go to first. Set that stall to clothes.
All villagers buy from the first stall that has what they want in order of appearance in the UI window. If the first stall is empty only then do they buy from the second in order and so on.
Only villagers who have multiple needs of the same type will buy from as many first stalls as their needs, again in order.
BUT there is only one exception that corrects itself upon reload. If your second stall is finished being constructed before the first stall villagers will prefer that over the first stall until you reload the save file.
This is assuming both stalls are in the same Building not placed as different Buildings
