Unless you would count sending your troops away and hope they will return victorious as combat.
There's plenty of those kinds of games out there. If you have to have combat, go play one of those.

and to the guy saying its not that kind of game go play a diff one... like for real lol? the vast majority like combat in these kinds of games and to top it off they can make it an option to start a game so you never have to play with combat if you dont want. But locking out those who do seems extremely dumb
Well, the developers have repeatedly said there will be no on-screen combat in the vanilla game, so make of that what you will. It's been said it just won't happen.
That said, you might be interested to know that a couple of very good modders are working on creating simulated combat and have gotten pretty close so far. It would not surprise me if vjraymon and batyushki manage to create a few combat scenario mods in the near future. If you don't mind playing with mods, this could be a very nice alternative.

Actually this game is more planned as a medieval city builder than a Age of Empire like. There are plenty of buildings wich are only decoratives.
