this limitation does not make much sense for me. There is no balancing issue with monuments: the game is so ridiculous easy that it doesn't matter if you have monuments or not. The reason why the game is easy is always "because it is a sandbox city builder". So what is the sense in a "sandbox city builder" to limit the building options? The same is true for the building conditions. For me they felt more frustrating than fun.
In a similar sense I'm a bit sceptical about the planned rework of the Estate system. Yes, currently it is way too easy to unlock certain buildings. But it would be also a shame if at some point you can only unlock one of the estates (king, clerics, or people) within a single game.
