Cancel Building Construction?
So I realized the Destroy button does not cancel building construction and you do NOT get your money/resources back.

There should be a cancel button and you should get back at least some money/resources. The amount you get back should be based on how far along the building is.

Also, does this actually cost money currently? Is there an added cost for destroying a building? If so, this should not apply (or only partially apply) to buildings that have not been completed.

No there is no cost to destroying buildings except for the resources you already used.

The destroy button does cancel the construction since the building is not built in the end, but yes you don't get the resources back, this last will change.

The problem is that you can't cancel PART of a construction. So if you build an add on to your church or an additional stall in your market and you realize it can't be finished due to missing resource like cloth, you can't cancel just that part and remake a version without that resource. In fact your entire ability to upgrade that building is blocked and you can't do anything until you acquire that resource. This is problematic. Should be a cancel upgrade button next to the prioritize / pause buttons.

You can edit a different monument and right click on the part you don't want from the other monument to delete it.

e.g. click edit on the church and delete the market stall that can't be finished. Then the market will go back to the finished state and you will be able to use it.

Just a workaround for now :)
