Tbh i think most of the buttons are buggy so besides refuse, which i assume means to refuse the 1 type of product to prevent a stoage overload of one particular material, i have no idea what-so-ever. I hope they fix this soon.
Not at all a dumb question. The buttons seem very inconsistent, but it is an early beta so I can't be mad.
Does this imply that my neigbor does not have enough gold, or it just buys randomly (so far never) or is there a bug? I could also be doing the whole thing wrongly, but since I trade berries, planks and polished stones without problem, I take it the information about claimed wool need from my neighbor is just misinformation/spam ;)

Have you unlocked the trade route in the trade menu?
If so with the resource being collected in a warehouse, open trade menu click on the second tab which lists the goods.
Set a minimum stock level e.g. say 10 then there are a set of buttons between the good & level, one of which is sell stock over this amount, the other is buy to this amount and the third selected by default is do not trade
