There seem to be missing a solid in-game tutorial though as I was left wondering what I had to do in order to complete a quest that I was given.
i wouldn't classify foundation as a hard or challenging game either, although managing efficiency and distances is important.
above all else foundation is a relaxing city builder with a lot of creative options. if you prefer to build pretty and creatively over efficiently you will have a great time. on the other hand, if you need to be challenged and get bored with sandbox modes you'll probably be disappointed.
of course it's still early access and the devs are focusing on core mechanics and features instead of adding steps to production chains and such, so the level of complexity might change in the future.
there will be no on-screen combat! so don't expect RTS elements now or in the future.
all that said, if you can live with 1-2 hours per dollar and are a fan of city builders i am sure you will get your moneys worth before getting bored. judging by your question we are pretty similar in what we look for in city builders and despite the points above (which are actually good points for other people) i had a ton of fun playing the game and i can honestly say it was worth the money for me.
i mostly stuck around because i like to mod and foundation does come with a modding api, its still fairly limited but there already are some mods that add production chains and allow you to adjust the balancing.
in response to inardesco i would like to say that the in-game help is still being worked on and improves with every update, the next update also comes with more in depth tutorial quests.
you could always check out a lets play or something to see if you like it, although going in blindly will definitely be more challenging.
on a final note, i would personally not spend money on an early access game if i didn't think the game was worth it in its curent state, don't pay for promises!
tl;dr
this game will be enjoyed most by those that build circular or organic cities in cities:skylines, not by those that grid it up for max efficiency

for an early access game foundation is very stable and the bugs/glitches you run into won't be game breaking and can usually be worked around.
The game is extremely promising. It's fun to watch how your kingdom organically expands, builds roads etc.
But right now it's way too early to say something more about Foundation. The game is in VERY early access. A lot of stuff is missing and even the most basic elements don't work 100%.
But I don't regret buying it. Future updates look promising, and I want to come back to the game from time to time, to build a new city with new features.
It's funny that you say the game would be very early access. Wasn't it the plan of the devs to release the game at end of winter? ;)
