The game has you as the lord of the manor, as such any kind of terraforming will not be part of the game as it goes beyond what the lord of the manor could do i.e. points to a god mode city-building perspective.
A simple type of terraforming having the villagers move dirt around to flatten/heighten surfaces has been discussed but the developers are still considering if they will implement anything in that direction.
They most certainly should add it to the game as it is a much needed feature that no city builder that takes itself seriously can do without.
You can , if it goes too much to the bottom, start afresh and then continue with one step, then the next step, and so on.
but it's not that nice.
