You can however zone residential accordingly and they will go to their new areas after they join the village by reaching the original village centre.
Also so long as they can fulfil their needs and have a job in the new location they will never go back to the original village centre
It would be awesome to have more regardless if they act like "centres" or not. Just the ability to lay down patches of road to make additional markets or sections look a little more proper.
Roads will at no point in this game be user place-able, the organic development concept is what the developers have advertised as a core selling concept of the game. The only current planned feature for roads is for the most used one to upgrade to stone paved from dirt.
