In the discord there's a channel where mod-makers discuss internal details of the mods, what has changed as new versions of Foundations get released, and similar matters.
Mods include ways of making new buildings, decorations, etc..
I must warn you that Foundation is changing with each release, and the developers often change a few details of how mods work. So while your work will be useful for the eventual release, don't do a perfect neat job right now because you may have to change it when version 1.0.0 of Foundation is released.
Roughly there is 2 levels of moding: 1: the lua (scripts you can create via a text editor) 2: the fbx: (binaries containing the 3D models, which you can edit via aDAO software: Maya (have a cost) or Blender (freeware) )
With your game package you have two examples of mods, and there is a wiki: https://www.polymorph.games/foundation/modding/
You can begin with a simple mod in lua: adding names for instance,
Then trying to create a workplace (copy-paste an already existing simple fbx),
Then create your first decoration with Blender (I began with a "menhir" for instance)
Try, test, ask, don't discourage.
Last thing (maybe the most important) you better ask for help on the discord channel (See the link when you are loading the game)
About your second question:
Maybe you can play and discover the game off line (I don't know) but I don't think you can learn modding without internet, and the help of the community, else you are a genius ! (There is no documentation nor training from A to Z to do that yet)
