Problem with Dualshock 4 Controller

So I used my Ps4 Controller to play the game however I run into a problem where the gas and break always have a default 50% ?

Also some cars just wont start I hit the gas button and it goes up to only like 2-3k in the rev land then it stucks and when pressing the handbreak it goes all the way up but the car is not moving
