I assume your controller works perfectly in other racing games? U should also do quick test driving with keyboard next time u experience issues. Also verify game files in steam.
Go to Freeride-> Time Trial and test multiple cars in there and tell us if they work without the issue u have described. Also put traction control 0 when testing cars.

When doing career and experience this issue there then read stuff below.
If car is front-wheel-driven then it could be a front tire puncture, acceleration will be very slow then. But if u have a 1 spare tire with u and one front puncture happened on previous stage then flat tire will be changed automatically between stages, but if u still have slow acceleration at start of new stage then it could've been double front tire puncture. In tires menu u can choose to carry 2 spares also so maybe do that or drive more carefully with 1 spare.
Next time if u experience this again then stop the car and use roadside repairs that will show punctures or check possible punctures from outside cameras.
edit: stuff above could be wrong too because in game hud shows the speed from front tires in fwd car so it should so go to max(like 30-40mph) and not stay low like 8-9mph.
If the car is RWD then speed is still measured from front tires and in that case with double rear tire punctures speed shown in hud could stay low like 8-9mph.
And also automatic gearbox could be blamed in this case because gear will go up only if certain real speed achieved and with double rear tire punctures in a rwd car u can't get there so it won't shift gear up.
Apparently it's supposed to be used to fix flat tires but the button prompt never appears and pressing the button doesn't ever do anything.
I think you need to be completely stationary to get the prompt to appear. I've used it "several" times.
