I also have a problem with draw distance, but in my case it more looks like a graphic artifacts.
My config is R5 3600, 16GB RAM@3200, RX 5600XT 6GB.
There are black spots on the road ahead, and what's more annoying - the same problem take place even on the low preset.

I haven't noticed the problem you mention myself, but it's quite possible it's just that... I haven't *noticed*.
Ground Clutter LOD is a fix for draw distance of grass - yes. But doesn't fix the black spots on the road unfortunetly. None of the LOD settings in config do.
