Which is normal these days. The PvP lobbies for DR2 died off a while ago.
I'm not sure what you mean when you say "I can't find my lobby alone": there isn't a way to find your lobby; you're either in it or it doesn't exist.
I'm also not sure what you mean when you say "I can't play online alone". You can play alone in the Custom championships that you make (which you must make in order for the lobby to have anything to race on), but you have to set the opponents to AI. If you don't, then the game won't let you start.
I might be misinterpreting all of the above though, but ultimately as far as I understand it, a) seeing "No Session Available" is completely normal because DR2's PvP scene is dead, b) finding your lobby doesn't make sense, and c) playing online alone isn't a thing with the lobbies. You either play online with people, or play offline with AI.
It could be related to your Steam settings. Try this:
Steam -> Settings -> Downloads -> Download Region
I'm in Australia, but when I changed my Steam settings to the UK I suddenly saw many more lobbies available.
If you and your friend both have the same Download Region, then I have no other idea. :/
