GOTY includes everything.
If you already own anything DR2.0, the "year-1-pass" is your ticket to content-completeness.

Can confirm, I bought the GOTY edition and I have all 3 of those cars in-game

all DLC except the time saving additional cars that you get anyway if you earn the credits yourself, but yes all content is included.
