You've got to wonder how that discussion went... "Hey team, I think players will enjoy the game more if we just give them control over *some* volumes."
So it's not possible to adjust "some" volumes? LOL, I've to adjust it from speaker or system EVERY TIME!
(some estimations: engine volume 100dB inside cockpit, ear pieces and helmet muffling engine sound by 50dB, co-driver speaking about at 70dB volume to intercom. Human ears sense sound change so that about -10dB is half level and we have difference of 20dB so engine could be 4times quieter than co-driver irl and in game it would be like having co-driver at 100% and engine at 25%)
And there's also some differences how loud cars are, for example H1 fwd DS21 is very loud even on 50% engine volume and hearing co-driver properly is difficult.
True or not, sim or not. It's a utterly stupid argument. It's a GAME, and technically there is absolutly no reason to restict the setting and force something on players they do not like for no reason.
And even more BS. To claim a game is "not for you" to someone just because they do not like a retarded option restriction is really ... . And your claim with FPS is out is total BS because I am not aware of any FPS where you can actually not lower the main sound down as much as you like. In fact I never have seen and game where the sound was adjustable for different sources and you could not go lower then 50%. I saw games that had the volume not adjustable at all or not split up in different sources and pretty much all modern games have but this is something I never saw b4 (at least not that I know of).
And you come off as a total ahole, blindly defending stupid developers decisions just because you like the game. It's literally more work for them to impose the artifical restiction I bet. And would a flip of a switch to reverse it but of course your holy devs do NOT actually support their games for a long time but just abandon them. "very clever programming." yeah right so clever to to this, what kind of fanboy are you?

This is probably not what you are looking for as my guess is you want only turn the engine sound down. But you can fire yourself up some music outside the game and turn the game master volume down or turn the game's applications volume down in your OS. That way you have as little engine sound (and everything else from the game) as you like while other things are lounder.
Arguing about reality makes no sense because reality for sure is way more intense in so many ways, And even in reality you could stuff your helmet with all kinds of things over your ears to muffle the sound and have some earplugs below for your co-drivers voice. But it's reality and you probably not get very far, there is nothing you can do about it. In a game is extremely simple.

Proper automotive racing-helmets do muffle sound significantly. It is just a smart idea to have a relatively small, light-weight device (Helmet) do the job at hand in close proximity to the targeted organ (ears) that otherwise car-makers tend to overbuild and fatten up a much larger structure (cabin and frame-components) for when looking at roadcars.
Anyone who thinks that hearing-damage is a desired outcome/byproduct of being involved in motor-sport in this day and age is either being a complete moron(in my oppinion) with a particular "sound"-fetish or just outright seeking to troll people.
And yes, the DS21 specifically (but not exclusively) suffers from this problem in this game. Certain frequencies in the car's (cockpit-) sound-signature are mixed in much too loud and thus drowning out the co-driver voice.
