As for single player, surely NOT. The AI is completly broken for both rally and rallycross. I just play rallycross nowadays and could squeeze 15 hours of fun out of it with slower cars than the WRX Supercars. So those are off limits due to the broken AI. Track times of the AI are artificial too high for AI that is not driving in your race, so even if you dominate all races you can still lose each race due to the AI that is not in your race being about 10 to 20 seconds faster.
Just so you know I artificially created my own career mode, by starting with slower rallycross cars I liked and building up to the faster one each Championship. So for me it was: Renault Clio 1600, Peugot 205 RX, Ford Fiesta RX2 and then it stops. That is because the Ford Fiesta by Stard is a rallycross Supercar and there the AI is completely broken. This is easy to do when you have the GOTY game, since you have a large budget of credits to spend from the start and can easily buy the cars you want to drive in.
A solid Y E S (even if you happen to dislike the game, this lets you try the whole package and have a chance at finding some car+track combination that you actually enjoy for a genuinely stupid-low amount of money compared to what early buyers were asked to pay-- speaking from regrettably awful experience... ...this is a Codemasters-published title, you come early you pay 5 times more than anyone else. For under 14€ in this region of the world, it is a steal of a deal!)
Drawback is: 6 out of 7 DLC locations are ported from DR1, so if you played DR1 you know the stages already. And Finland is horribly mucked up with a disgusting fog effect on what should be clear weather with no fog at all, daytime dry is just painful to play since looks so awful and unrealistic and you can't see the road on "clear" weather. Also rallycross content is pretty redundant since you can't race rallycross. Completely broken AI in rallycross completely ruins singleplayer rallycross, and online is pretty dead. So they are not much good for anything besides hotlapping, and the game already has rally for racing against the clock.
But overall I'm really happy I bought GOTY (or super deluxe as it was at the time, same stuff). 2000s WRC cars and Group B RWD are imo some of the most awesome cars in the game and they are DLC only. Also if you intend to drive rally online, having no DLC will limit your participation in clubs and online events.
