It's not on sale, but this YOP doesn't cost very much more than the GOTY edition.
So the GOTY Edition is on sale for 13,74€ but the Year One Pass with all for seasons of content is not on sale and costs 19,99€.
The "Deluxe Pack" with Seasons 3 and 4 costs 11,99€.
I don't really get it. The Full DLC Pack should cost the difference between the base version of the game (8,xx) and the GOTY (13,74€). I mean, this way you screw over customers who bought your game earlier?
So I have to remove the game from my steam library and re-buy the GOTY?

So I removed Dirt Rally 2.0 from my library via the support page.
Bought the Game of the Year Edition for 13,74€.
Works, is in my library, still installed, and all DLC is mine.
