There is a switch to turn these settings on/off for each game. Right click on the game in steam library and choose properties. "Steam Input Per-Game Setting" ; “Use your Global Steam Input" for on, "Force Off" to disable. Select Force Off.
Some have reported this setting can change on its own when Steam client updates. Using big picture mode might also turn this switch back on.

Logitech says GRID, Assetto Corsa Competizione, and Gran Turismo Sport will have support for the system immediately, while iRacing, F1 2020, and Dirt Rally 2.0 plan to add the feature in September."
Don't know if that applies to consuls only or the PC version too. This should include full support for that device when the update arrives.

If this is not the first wheel you have used in this game, you might want to clear your old config save as described in this guide - section 2.4 Device history.

Try seeing if you can find it in the Steam Big Picture mode, as seeing somewhere something about this.
