New player - DLC & Season question

TLDR: after buying GOTY I notice Season 3+4 DLC not included. What does not having that imply?

I wanted a little clarification concerning GOTY content versus DLC's & Seasons. (Total noob here, last racing game was 1999 PS1 Ridge Racer type 4 baby! Shoutout soundtrack haha!

Buying the Game of the year edition gives all DLC's except for:
2 car packs:
DiRT Rally 2.0 - H2 RWD Double Pack
DiRT Rally 2.0 - Opel Kadett C GT/E

No problem with that, I think those were pre-order bonuses...

One other item missing in the DLC list:
DiRT Rally 2.0 Deluxe 2.0 (Season3+4)
Does that mean season 4 is still going on?

What does it mean if you have the GOTY-edition but are missing season 3 & 4? Do we have to buy that extra DLC in order to play online or unlock certain things? Or worse, do we have to buy and complete the DLC in order to unlock other DLC-content that was included in the GOTY-edition?

PS. The GOTY-edition says in the subtitle: season 1/2/3/4, which makes not owning that DiRT Rally 2.0 Deluxe 2.0 (Season3+4)-DLC confusing.

Also the description of that DLC says:
"Contains all content from DiRT Rally 2.0 Seasons 3 and 4, as well as the Colin McRae: FLAT OUT pack.

Add 6 challenging locations including Jämsä, Finland in rally and the Yas Marina Circuit, Abu Dhabi in rallycross.

Add 15 iconic rally and rallycross cars to your garage, including the Ford Focus RS Rally 2001 and the championship-winning Peugeot 208 WRX."

Yet I know that those tracks are already included in the GOTY-edition. Still the Deluxe Season 3 + 4 does not show as "already owned" in the Cart menu.

You own all the content. The (Season3+4) package is just a wrapper for content that you own via the GOTY edition. The H2 RWD Double Pack and Opel Kadett C GT/E are just early-unlock DLCs that allow you to buy those cars with money instead of in-game credits, however the cars themselves are available in the base game.

Question, there is a lot of DLC for this game listed on the Steam Store page and I'm a bit confused. Does the GOTY edition contain ALL the DLC listed in the Steam store or just the season packs and the flat out pack?

GOTY includes all of the content for this game. As mentioned above the only things not included are some early-unlock type DLCs for cars that are already in the base game. The season packs and the Flat Out pack ARE all of the DLC content.

So yes, in other words, buying the GOTY gives you all DLC's, cars and tracks except for the H2 RWD Double Pack and Opel Kadett C GT/E off the bat. But as flatdarkmars answered they are available in the game (I guess with ingame currency).
The confusing part for me was (except for those 2 cars not highlighted after buying the game) that the subtitle of the GOTY edition says season 1/2/3/4, yet there was a season 3/4 pack still available as a purchase. But apparently, as stated above, it's just a pack that you get anyway
