Report a translation problem
You can drive simultaneously with others when playing against online players. In rally stages you won't see your opponents' cars; in RX stages you will. There's no one-after-the-other multiplayer.
If you own all DLC and create a lobby, anyone who joins that lobby can race on that DLC even if they didn't buy it.
As for 'couch multiplayer' - when my friend and I play Dirt Rally (first) we usually just pass the controller to each other as we compete against each others time
