Please help clarify DLC.. Does the S1,S2,S3,S4 pack include EVERYTHING?

I already have the base game, and wanted the "best deal" i could get...

It seems that the s1s2s3s4 pack even without a discount is the best price/content... Right?

Yep that's what you want and your observation is correct. It's not on sale but still the best deal.
You'll get all 4 seasons' content, and as the owner of any season you'll also get the McRae stuff for free.
