Also what do you mean by this "Playing with frramerate only move hz monitor"
The only way to cap the fps is:
1- in game limit with v sync.
2- not sure if in game refresh rate caps the fps.
3- v sync on in NCP/Readon settings.
4- other fps cap programs like Afterbuner/rivatuner.
Well you can get less tearing by capping the fps at 60 or what ever your PC is getting at stable rate, or using a Gsync/freesync monitor. Other wise you are stuck with input delay in any game that you are using vsync on. Dirt rally will punish you for that input delay.
You'd need to run a program that monitors GPU and CPU usage like afterburner to verify that, you could also try decreasing the resolution a lot and see if it still won't go over 64 instead. Try different refresh rate settings in the game and make sure the config file is showing the proper setting too. Try setting up custom resolutions at 120hz, 100hz, 72hz, etc and see if there's any difference with those settings. Know that the menus always seemed to be capped to like ~62fps here for some reason. You have to get into the actual game to be certain.
And I assume you have the AMD FRTC disabled or the limiter set higher than 64fps? Is it possible you enabled that for some other game and forgot about it? Try fiddling with that, even if it's disabled in the AMD Settings panel. Could be bugged.
