Or do you mean that i should add the steering wheel a second time, only mapping the shift buttons?
in the profiler, i created a command which presses button 14 (upshift on the stick) and assigned it the upshift paddle.
Edit:
It finally works, I just mapped the downshift panel to N and upshift to J, like in the keyboard settings.
But when i restart the game, it's gone again, the game recognizes the paddles as the buttons on the wheel, rather than on the keyboard.
Look in main game files steam>steam apps>common>dirt rally2
You should find a folder ‘inputs’. Find the file “lg_driving_force_gt.xml”. Open with note pad and look for these lines:

This would show dual commands for shifting. The button numbers in these files will be one digit less than the actual number on your wheel. If it only shows the commands for button 4 and 5, add the additional commands for 12 and 13. Save before exit.
