You will never get to the bottom of this unless you list your specs.
In particular GFX driver version. If you don't want to wait for other
suggestions, try an older/newer driver.

Don't think i matters that much..

but:
- Nvidia GTX 1070, Driver = less than 1 month old .. 4xx
- Core i7, 3770K
- 2560x1440 @ 60 hz
- The game runs at 60 fps 99% of the time

I've been having this issue since the 1.5 update.

Amds enhanced sync works flawlessly. As far as I know it's pretty much the same or similar

Vertical sync always has been known for causing input lag hence I always turn it off.
Games like Battlefield and the FIFA series have been unplayable.

I'd suggest to turn it off. The disadvantages are minor doing that.

According to BlurBusters you can:

1. Turn G-sync / Freesync on.
2. Framecap / framelimit your fps by 3 frame. So if you have a 60hz monitor you need to cap fps at 57
3. Turn on V-Sync
4. Preferred FPS thingy in Nvidia settings at 1

Then you have the lowest inputlag.
