How to restart game(delete all progress)?

go to (etc.)/appdata/locallow/superhotteam/shmcd/ and delete the shmcd.save file.

I tried that, it doesn't work though, it just backs up my save

That's probably a problem with your steam cloud, you can try disabling it, restarting the game, and then re-enabling it. (steam will hopefully give you a cloud-conflict error then)
