Mouse stuck and won't do a full 360 Rotation.. Any fixes?

So I started playing this today on Windows 11 and I got through the first two missions no problem... Then out of nowhere at the Fish restaurant mission the mouse won't do a full 360, like the cursor is stuck at the edge instead of rotating. Any clue what to do?
