Same problem here...although I tried running at the same time Pacific is installing

Limited number of installs? I got it too, when it played just fine a few years ago, using the same OS, Win7.

Just copy the steam.dll file from your steam directory to the BattleStations Midway folder where the game is installed, that worked for me.
