Stymied by the elevators on 'Better Watch Out"

In the mission 'You Better Watch Out' I have a major problem. Simply put; I can go into and out of the elevators, I just can't seem to go up and down in them. I have gained access to the elevator to the right completely undetected, only nothing happens. I'm instructed to climb through the hatch, but this doesn't seem to trigger anything. The same applies to the one on the left. If you are able to access it, nothing happens.
I was able to get in and up the left one by piggybacking onto someone but by then my cover was blown. Once inside I could only progress by stairs and thus could never escape once the objectives were completed. I'm completely stymied.

Did you try to restart the game and/or steam?

Go up to the Elevator Panel and Hold in the action button menu appears.

This and then use the mouse wheel to spin through the choices. What should come up is the various floor (there isn't many) you can choose to go to
