Hey everyone, I used this and it worked. Idk if this extra step did anything, but after I subscribed to this, I went to the Properties menu for HBM and turned on the Steam input in the Controller Options.
Should work for you all now

-Get a PS4 Controller
-Install DS4 tool http://ds4windows.com/
-Download Xpadder https://xpadder.com/?lang=english&country=GB
-Download the Numerous Premade configurations for different games (Xpadder has a large prebuilt list that may include your game)
Select or find Hitman Blood money on the right side dropdown, or load it from file
Play
