Is Curtains Down the buggiest mission to get SA?

Getting back into Blood Money after not having played it for a year or two and I found so far that Curtains down on normal difficulty was very buggy to not get any witnesses. I played through the level 3 times and managed to still get 1 or 2 witnesses each time, despite doing everything correctly to get SA/accidents.

One time, after having set it up so the tenor gets shot, I get back to blow up the mine on top of the stage but a guard sees me in my worker clothes and starts shooting me. That's just frustrating as hell!

If you are knocking someone out (sedative, human shield, push down stairs, etc) and your alertness level raises to yellow, then the person you just knocked out might be considered a witness. I'm not sure quite how this works, but sometimes this happens like if you are not 100% behind them when you push them or if they saw you with your syringe before you sedated them.

Also if the knocked out person gets woken up, you can't get SA because it counts as a "body"

you also have to sedate/take them hostage super fast AFTER they turn their head FOWARD

They can also recognize you if you grab someone in front of a mirror I think. That's happened to me a few times where I snuck up on someone to grab them as a human shield, and they saw my reflection in the mirror. If you let them live then they will count as a witness.

If I recall correctly, Curtains Down is sort of infamous for having only one way to get a Silent Assassin rating on Professional difficulty. Its atmosphere/music is stellar in my opinion, and it still has some openness if you can settle for a non-SA rating, but this is still an issue compared to the other missions.
