Didn't play this game for long time, as I can remember, yes it's a bug, you can still go down through the main building. Change your cloth.

you need to play on 60 fps and turn on vsync. it should work after that

alternatively you can go down the elevator that's in the wine cellar

you can go down the elevator as long as you dont do anything illegal it wont affect status at all. I've gotten silent assassin doing that.
