There is also a part where you need to sneak between a car and a wall in a later level that you can't do if your monitor is 144hz.
• Turn on Vsync
• If that doesn't work, limit your frame rate to 60fps, and it will fix the problem. As the game doesn't internally have a way to do this, you'll have to limit your monitor's refresh rate to 60hz. You can do this in the Nvidia Control Panel (right-click anywhere empty on your desktop). Mine is by default 144hz, so I was having this problem as well.
If neither of those two solutions work, then you'll have to take the elevator down to the plane area. The elevator is located in the wine cellar area where the second target was.
